Check and see if it is Started and set on Automatic. I use time.nist.gov, as I believe that use to be reliable, and works for my XP pc's. Remarkably, some time servers W7 proides are defunct or don't provide accurate time. You don't want to use the Settings app in Windows 10 if you're a power user and you want granular control over your system. Incidentally, this problem started to happen on the day after one of my once-a-week commutes, when the computer was plugged in again. Once this is open click on the Tab named Internet Time.
