Make sure you run the CMD line to stop the Windows Update service before you install each update. The cleanup tool and reinstall did the trick though. I had just about given up trying to install updates since nothing was happening hour after hour. I fixed this on December 23, 2016. After restarting your computer, wait about 10 minutes until Windows Update completes its tasks. I deleted the file and once again could download. You can also use Services Manager program to stop Windows Update service. Get Windows Update Working Again! I used this original CD media recently on several of my team hardware rebuilds (legal with each their own MS key 🙂 ) and never had issue.Anyway I am one happy

I found that when I disabled Windows Update, the download would not work at all. net stop wuauservNavigate to c:\windows\softwaredistribution\download .. I worked my way down the list, most we're already installed, but two weren't, I didn't restart after the first one installed, but did have to stop the service after it When I tried to run Windows Update, I was alarmed by the fact that Window Update now said that I had never updated my computer.
